Yelets State Ivan Bunin University has a long history. It started its activity in 1921 as a worker's department. It was known as The Teacher Training Institute. In 2000 it became University. New status of the University stimulated the development of all spheres of its life. In February 2005 Yelets State University was accredited according to the order of The Ministry of Education and Science of The Russian Federation №1777, 20. 07. 2005. (licence №4496, 30.03.2005).

  • The strategy of development of the University includes different programs connected with the development of scientific activity. The main goals of the scientific sphere are: 
    growth of fundamental and applied research both in the traditional and new for the university fields of science;
  • increasing of the level of competitiveness in the results of the scientific work in the region, country, international scientific association;
  • supporting the existing scientific schools and forming new ones, saving and developing scientific personnel;
  • expansion of the range of the applied research connected with actual economic, social, technical problems of the region;
  • development of international scientific cooperation. 

The structure of Yelets State University includes 16 departments, the Department of additional pedagogical professions, 44 sub-faculties.

Yelets State University teaches students of the following specialities: mathematics with physics as additional speciality, mathematics with information science as additional speciality, applied mathematics and information science, automated systems of processing information and control, information science and mathematics, service of electronic equipment; social and cultural service and tourism; accounting, taxes and taxation, economy and management at the machine-building plants, state and municipal management; agronomy; mechanization of agriculture; jurisprudence; the Russian language and literature, the Russian language and literature with history as additional speciality, the Russian language and literature with foreign language as additional speciality, philology; pedagogics and methods of primary education with the fine arts as additional speciality, pedagogics and methods of primary education with foreign language as additional speciality, pedagogics and methods of primary education with information science as additional speciality; pre-school pedagogics and psychology, pre-school pedagogics and psychology with foreign language as additional speciality, logopaedics; musical education with cultural studies as additional speciality; history, history and theory of religion; foreign languages; psychology; physical training, physical training for handicapped people; journalism; design and handicraft; amateur and folk arts.

At the University there are post-graduate courses of 27 specialities. Besides it is possible to work for getting the doctor's degree.

Research work at Yelets State University is carried out in the following directions:

There were formed 14 scientific schools at the University connected with the above mentioned scientific directions. Scientists of Yelets State University had won 137 scientific grants for the last two years.

Yelets State University has wide international relations. It has agreements for cooperation and scientific relations with Harbin Institute of the Russian Language, Nanchang University, Anshan Normal University (People's Republic of China), Vietnamese Academy of Social Science (Vietnam), CLAAS Academy (Germany), South-West University "Neofit Rilski" (Bulgaria), Lithuanian Folk Culture Centre, Lithuanian veterinary Academy (Lithuania), Yakub Kolas Institute of Linguistics, Byelorussian State Technical University (Byelorussia), Art Academy (Uzbekistan), Beltsy State University (Moldova), University of Bagdad (Iraq), Laboratory of comparative cognition (California, USA) and universities, institutes, funds of Great Britain, Holland, France etc.

The rector of Yelets State University is Valeriy P. Kuzovlev - Doctor of Sciences (Pedagogics), Professor, Academician of the Academy of Informatization of Education, Academician of International Academy of Sciences of Pedagogical Education, Honoured Worker of Higher School of the Russian Federation, Chairman of the Committee for Education, Culture, Sport, Family and Youth Affairs of Lipetsk Regional council of Deputies, Member of the Editorial Council of the Journal "Pedagogical Information Science". In 2005 Valeriy P. Kuzovlev was awarded "The Golden medal SPI" and was named "The Rector of year - 2005". In 2007 he became a member of "The Club of the Vice Chancellors of Europe".
